According to the Secretariat of the Committee, the draft law No. 1351-1 offers comprehensive approach to settle sectors' problems in order to develop the Ukrainian sector of extraction, processing and sale of products from amber.

During the preparation of this important draft law for second reading, the Committee received about 400 proposals. The Committee decided to create a workgroup headed by people's deputy Pavlo Dziublyk to adapt the draft law. The workgroup eyed the proposals submitted by central executive bodies, Rivne and Zhytomyr regional state administrations, civil activists and others. Of 399 remarks, a total of 85 were taken in account in full, 16 — partially and 51 — after revision of their wording.

According to a co-author of the draft law, Chairperson of the Committee Mykola Tomenko, "the strategic task is to create a civilized market of amber in Ukraine with strict and clear rules. The enactment of the draft law will become the basis to improve living standards for the people living near the site of amber production." Tomenko expressed hope that the Verkhovna Rada of Ukraine would soon eye and support the draft law in second reading and on the whole.
