On Friday, Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman met with chairpersons of village councils on issues arising in the course of implementing first steps of local self-government reform at village and township levels.
Most of the present believe that the process of decentralization, which started after amendments to the Tax and Budget Codes and after adopting the Law "On voluntary uniting of communities" and "On foundations of state regional policy", shall be continued. At the same time, there are several issues that need to be regulated. The Chairperson of the Parliament informed that an amendment to the Budget Code on funding educational and cultural establishments in villages, townships and cities of regional subordinance from raion budgets has been elaborated. This provision was excluded when adopting amendments to the Budget Code at the end of last year and now should be returned.
The most topical is the issue on future uniting of communities. Volodymyr Groysman promised to personally control implementation of the Law of Ukraine on voluntary uniting of communities and suggested establishing a special group. This group will include chairpersons of village and township councils, representatives of the Association of village and township councils, Association of cities of Ukraine, Ministry of Regional Development, Building and Housing and Communal Services of Ukraine, Ministry of Finance, Derzhkomzem, and tax officials.
Chairperson of the Verkhovna Rada instructed to elaborate the action plan on implementing this law, particularly, in the part of preparing prospective plans of uniting communities in Oblasts with consideration of points of view of the communities themselves. Volodymyr Groysman also instructed to analyze changes the Tax and Budget Codes made on filling budgets of village and township communities according to types of their revenue base.
"We, together, are building a system that will work in the centre and locally. We should be professionals and withdraw from political speculations", he said. "Decentralization is the key reform in Ukraine and a centre of my professional life", he stressed.
