The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning plenary meeting.
According to the presiding officer, renewal of the Central Election Commission (CEC) shall be in focus of this plenary week.
A newly registered bill triggered by the chairman of the parliament personally, is to alter the law of Ukraine on the central election commission through enlarging the CEC’s bench up to 17 members against 15 sitting at the moment. "Presently, this formula seems to be an optimal and correct solution for the problem of reshaping the CEC. This is entirely within the level of authority of the Verkhovna Rada. The ‘17 members’ clause shall enable getting passed for the CEC renewal issue on Thursday," added the bill initiator. Another issue of importance for the ongoing sitting is approving the 9th plenary session agenda.

The Chairman gave then the floor to representatives of the parliamentary factions and groups for making their announcements, statements, reports, and proposals.

After that parliamentarians switched over to reviewing the issues according to the business of the day.

More social protection for victims of Nazi persecution and political repression

--Draft bill No.3815-d

There has been taken the bill on amendments to certain laws of Ukraine concerning greater social protection for victims of Nazi persecution and political repression.

The law ensures the then infant and underage prisoners of concentration camps  (who are considered victims as per Articles 61 and 62 of the law of Ukraine “On victims of Nazi persecution”) the following rights (setting aside an aggregate family income):

  • free travel for all modes of municipal and commuter passenger transportation,
  • concessionary tickets for travelling by train, sea and river, by commuter and transit buses of interregional transport service,
  • fully subsidized drugs,
  •  housing and utility benefits.

The law also grants those persons who were rehabilitated in accordance with the law of Ukraine "On rehabilitation of victims of repressions of the communist totalitarian regime of 1917-1991" among those who were subjected to repression through deprivation of liberty or forced unreasonable placement in a psychiatric institution, the right to receive social guarantees as provided for combatants, while for recognized persons with disabilities from such persons – as for persons with war-resulted disabilities.

The bill alters a set of housing, labour and social insurance laws by granting the above persons extra leaves (holidays), housing allocation benefits, full coverage sick lists and so forth.


On adoption of 9th session’s agenda

There has been adopted a resolution “On order of business of the 9th session of the Verkhovna Rada of Ukraine of the VIII convocation”. The paper was approved by 227 ayes.


On countering hostile propaganda and improving information provision of Ukrainian citizens

--Draft bill No.8114

There has been taken the bill "On amendments to the law of Ukraine "On state support to mass media and social protection of journalists" in terms of countering hostile propaganda and improving information provision of Ukrainian citizens affected by hostilities whose place of residence is the territory of the Donetsk and Luhansk oblasts, where Ukraine’s state authorities exercise their powers".

The bill supplements the above law’s 9th Article with a new part stating that throughout the territory of the Donetsk and Luhansk oblasts where Ukraine’s state authorities exercise their powers there will be prescribed special rates for receipt and delivery of subscription based national printed periodicals to be delivered to the territory of the said oblasts.


On ensuring transparency in extractive industries

--Draft bill No.6229

They have passed the law of Ukraine “On ensuring transparency in extractive industries”.  The new law defines the legal framework for regulation and organization of collection, disclosure and dissemination of information in order to ensure transparency and prevention of corruption in the extractive industries of Ukraine.

The law is aimed at fulfilling Ukraine's international obligations in connection with the accession to the Extractive Industries Transparency Initiative, as well as implementing legislative acts of the European Union in order to increase the transparency of economic activity in the extractive industries, and namely:

Directive 2013/34/EU of the European Parliament and of the Council of 26 June 2013 on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings, amending Directive 2006/43/EC of the European Parliament and of the Council and repealing Council Directives 78/660/EEC and 83/349/EEC),

Directive 2013/50/EU of the European Parliament and of the Council of 22 October 2013 amending Directive 2004/109/EC of the European Parliament and of the Council on the harmonization of transparency requirements in relation to information about issuers whose securities are admitted to trading on a regulated market,

Directive 2003/71/EC of the European Parliament and of the Council on the prospectus to be published when securities are offered to the public or admitted to trading and Commission Directive 2007/14/EC laying down detailed rules for the implementation of certain provisions of Directive 2004/109/EC.


On social housing for IDPs

--Draft bill No.7304

Taken was the bill “On amendments to the law of Ukraine “On Social Housing Stock” to the extent of conditions for provision of internally displaced persons with social housing.

The law runs the following categories of citizens of Ukraine are entitled to be enrolled in the social housing list:

a)     those for whom such housing is the only place of residence or who have the right to improve their living facilities in accordance with the law,

b)    those whose previous year’s per capita average monthly total income is less than the value of indirect rental cost in that given settlement and (plus) a subsistence minimum established by law;

c)     those internally displaced persons who have not another home for residence on the territory controlled by Ukraine or whose housing facilities have been destroyed or damaged to a state unfit for habitation as a result of the anti-terrorist operation and/or implementation of measures for ensuring national security and defence, repulse and restraint of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions (oblasts).

The bill is to alter the law of Ukraine "On Social Housing Stock", stipulating now that "social housing must comply with architectural and planning and technical norms, sanitary and hygiene requirements, construction norms, standards and rules for accessibility for limited mobility people, including persons with disabilities, - and be suitable for living".

According to the law, "social housing registration is carried out by the relevant local self-government bodies at place of residence of citizens”, - with additional clarifications for certain categories of children and internally displaced persons.

The law reads that "the right to social housing registration is also applied to residents of temporary shelters for adults, citizens who have the right to social protection in the event of full, partial or temporary disability, loss of breadwinner, unemployment from circumstances beyond their control, over old age and in other cases stipulated by law".

The law also states that "when calculating the average monthly total income, one must include the value of property held by the citizen and his family members at the time of entering into the social housing list (except for the value of property rights or ownership rights of the internally displaced person and its family members to real estate located in the temporarily occupied territory, in settlements located alongside the confrontation line or on the temporarily Ukraine-uncontrolled territory, as well as to property which has been destroyed or become unfit for habitation as a result of the anti-terrorist operation and implementation of measures for ensuring national security and defence, repulse and restraint of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions (oblasts)".


On social and legal protection of servicemen and their families

--Draft bill No.8394

They have adopted the bill “On amendment to the Article 12 of the law of Ukraine “On social and legal protection of servicemen and members of their families”.

The law defines the procedure for provision of housing or monetary (cash) compensation to servicemen who were at military service in the territories of the Autonomous Republic of Crimea, the city of Sevastopol, the Donetsk and Luhansk regions recognized as temporarily occupied and who continue to serve in the military of Ukraine, as well as to members of their families living with them and who have received the status of internally displaced persons. The law shall come into force on January 1, 2019.


On enlargement of CEC’s bench

--Draft bill No.9090

There has been passed the bill “On amendment to the Article 6 of the law of Ukraine “On Central Election Commission”. The bill expands the commission’s complement up to seventeen commissioners.
