Committee on Budget

The committee has taken stock of its work during the 8th session of the eighth convocation Parliament.

There have been 19 committee meetings with 682 issues covered within the plenary round. As of July 10, there have come 69 draft bills which the committee is set to be in charge of, added with 605 more bills for their budget impact evaluation and law compliance check. 85 draft resolutions have also come to pile up the committee’s inventory.

Within the round, the body has seen through ten committee-in-charge bills and has prepared appropriate conclusions for further submitting to the Verkhovna Rada.

During the eighth session, the Committee has fruitfully cooperated with the Accounting Chamber of Ukraine, using its materials, findings and newsletters when evaluating the indicators of state and local budgets at the stage of their formation and implementation. The relevant appeals to the Cabinet of Ministers, ministries, other bodies of executive power and local self-government were sent by the committee to take measures in order to eliminate shortcomings and infringements detected by the Accounting Chamber.

The committee has examined 549 bills through their impact on budget indicators and compliance with the laws regulating budgetary relations. The examination results were given relevant conclusions and then submitted over to the line committees of the Verkhovna Rada of Ukraine.

Over the session, the committee held four field meetings in Ternopil, Zhytomyr, Vinnytsia and Lutsk, considering the pressing issues of the local social and economic development under the budget decentralization.

2110 applications, letters, proposals and conclusions have been handled during the plenary round.

Committee on Family Matters, Youth Policy, Sports and Tourism

The committee held hearings on accessibility of higher education to the young of Ukraine.

The hearings took place on July 13 being attended by high-ranking parliamentarians, representatives of the line ministry, scientists, public figures, representatives of executive authorities and local self-government.

In their speeches, the experts highlighted the problems of the industry, namely: poor accessibility of legal education to people with disabilities, ATO participants, people affected by the Chornobyl disaster; low level of social guarantees and standards; the need to revise social guarantees for orphans and children deprived of parental care; the need to introduce inclusive education in higher education institutions, etc.

They also outlined a range of important innovations that should be introduced into the labor market, namely: non-formal education for young people capable of increasing their market weight and allowing them to change their area of expertise if needed, to acquire new skills;  establishing certain standards for different higher education institutions, which will allow to standardize requirements for graduates and make them more competitive on the labor market as well as to maintain a high level of legal education in Ukraine.

Into the discussion, there also were scientists from different Ukrainian higher education institutions, training lawyers and legal experts of all sorts.

The hearing audience defined the prime tools to better access of the youth to legal education as follows:

developing of inclusive education,

paying a closer attention to Ukrainian language and literature, basics of law, human rights and foreign languages at schools,

excusing from external independent examination for persons with I and II categories of disability, ATO participants and those affected by the Chornobyl disaster,

revising eligibility criteria for foreign language knowledge by teachers at B2 level,

introducing of accomplishable autonomy and independence for higher education institutions,

amending the law of Ukraine “On higher education” as regards to a better accessibility for the young to legal education taking into account opinion of experts, scientists and legal scholar pools (schools).
