The eighth session of the Verkhovna Rada of Ukraine ended.

The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the last summer morning plenary meeting.

The Chairman then informed that the members of the Cabinet of Ministers, headed by the Prime Minister V.Hroisman, were taking part in the meeting.

"Ask the Government" hour began.

After the hour, the First Deputy Chairperson of the Verkhovna Rada Iryna Herashchenko informed the House there was the exact day of Oleh Sentsov’s lustre that he saw under lock and key.

She then gave the floor to the Speaker of the Parliament Andriy Parubiy. The officer took stock of the 8th session coming to its end.

There was Ukraine’s State Anthem performed in the session hall.

After the anthem ended, the Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy declared the eighth session closed.

The next, ninth, session of the Verkhovna Rada of Ukraine of the eighth convocation will start on September 4, 2018.

  • F i r s t  reading bills taken

 

On excise tax for light vehicles: Draft bill No.8487

On the first reading, there has been taken the bill amending the Tax Code of Ukraine with regard to excise tax for light vehicles. The law is to launch a new excise taxation model for light motor (including electric and hybrid) vehicles by introducing excise-tax basic rates for new vehicles with a set of practice factors to be applied for every single vehicle taking into account its engine power and age. The bill also intends to abolish excise tax for car bodies and to harmonize the terminology used in the tax code and the national police law.

 

On motor vehicles bringable to Ukraine’s customs territory: Draft bill No.8488

On the first reading, there has been taken the bill amending Ukraine’s tax code and certain legislative enactments pertaining to bringing motor vehicles to the local customs territory.

The bill is to widen the list of grounds for extension of a preset term for temporarily imported commercial vehicles.

The bill, in particular, runs:

customs clearance of vehicles can be done at any fiscal body (a revenue and dues authority) against their on-site presentation;

citizens-nonresidents are allowed to temporarily bring two and more personal-use vehicles against a guarantee;

citizens-residents who are on duty under employment contracts with corporate nonresidents to be duly documented so by appropriate authorities of the nonresidents’ states, are allowed to temporarily bring commercial vehicles for up to ten days against a guarantee;

personal-use vehicles brought to Ukraine by citizens for more than 30 days are subject to state registration, etc.

 The changes are to be inserted into the Customs Code of Ukraine and a wide range of related laws of Ukraine.

 

  • S e c o n d  reading bills taken

 

On due finance for coal mining: Draft bill No.8362

There has been passed the bill amending the 2018 Ukraine’s state budget law with regard to due financing the coal industry.

The new law ups budgetary spending for the Ministry of Energy and Coal Industry of Ukraine by UAH 1.4 billion to finance home coal production and reforming the sector (code 1101590).
