Committee on Public Health

The committee held a roundtable talks on medical self-governance and professional associations as vital parts of the carefully crafted system designed to ensure the delivery of quality patient care.

The event was attended by members of parliament, representatives of the Presidential Administration, the Cabinet of Ministers, the Ministry of Health, other interested ministries and departments, representatives of Ukrainian professional medical associations and societies, public organizations, as well as experts of all sorts.

The conferees presented thematic reports on the prospects of introduction of the health workers’ self-governance, in particular, the medical self-government in Ukraine, its main principles, and the experience of introducing self-government in other professional communities in Ukraine and abroad.

The participants of the event also got acquainted with the main provisions of the draft law regulating self-governance of physicians in Ukraine in order to frame a consolidated position on these legislative initiatives.

 

Committee on Family Matters, Youth Policy, Sports and Tourism

The сommittee probed into the effectiveness of spending the public allocations to the Ministry of Youth and Sports for preparation of national teams and ensuring their participation in international competitions.

While those talks, there was observed that the Ministry has not complied with most of the Accounting Chamber's recommendations based on the previous audit results, and highlighted the serious shortcomings in the effective use of the State Budget by the body.

Likewise, the Ministry did not ensure proper control of sports events by the national sports federations involved in the experiment, and so far there has been no reliably documented information on the amount of the public funds used for their implementation and, equally, no information on the amount of own funds of the federations involved in the sports events.

The committee took note of the Accounting Chamber’s conclusions and approved a decision to undertake appropriate measures to ensure proper functioning of the internal budget use control system, the creation of appropriate conditions for the effective management of the state-owned objects utilized for training of national teams, etc.

The Ministers have been advised to undertake as follows:

-         to change the existing procedure of the experiment that  provides for involvement of national sport federations into arranging and conducting sporting events currently listed in the Uniform sporting calendar plan, based on the international results-related fund allocations as per Olympic sports;

-         to prepare amendments to the federations’ terms of reference/powers for adjustment of the legislative differences at stake;

-         to notify the committee of the actions taken by September 1, 2018;

-         to speed up approval of the debt service procedure for the state-guaranteed loans borrowed to prepare sporting facilities for the European Football Championship 2012 in Ukraine;

-         to define donors to finalize the second stage of construction of “Arena Lviv” stadium;

-         to commission the National Police to investigate the legal abuses revealed by the Accounting Chamber and the head of the state establishment “Ukrasportzabezpechennia”;

The Government has been also recommended to urge the Ministry of Youth and Sports to undertake as follows:

-         to ensure proper control over the Uniform sporting calendar plan;

-         to stop the practice of transferring state property to the state-owned enterprises  whose property and accounts are under seizure by court decision;

-         to refine the internal budget use control system and ensure its proper work;

-         to ensure compliance with the requirements of the public procurement law.

The corresponding decision of the committee will be sent out to the Cabinet of Ministers of Ukraine, the Chairman of the Verkhovna Rada of Ukraine, the Accounting Chamber, the Ministry of Youth and Sports and the National Police of Ukraine.
