The Committee on Construction, Urban Development, Housing and Communal Services held a field meeting on the problems in delivering housing and communal services in the ATO zone, which took place in Torets'k on November the 1st. Within the course of the sitting, the committeemen visited Avdiivka, Kostiantynivka, and Kramators'k, where they went to see on November the 2nd the sewerage pumping and water supply stations, the damaged and already in part restored housing stock and public amenities.

The event had a wide discussion panel consisting of Members of Parliament, experts from the core ministries, the UNICEF in Ukraine office, scientists and top managers of the related water supply facilities.

The scope of issues to have come under review embraced problems which are regular for cities with military-civil administrations, as for instance – overhaul and restoration of housing stock and public amenities damaged during the ATO actions, lack of water supply lines, heavy repairs of  damaged heating and water supply facilities, a stable and timely heating season, etc.

The participants also put a particular stress on immediate tackling the following problematic issues:

-a tardy public financing of benefits and housing subsidies, which almost kills the utilities sector standing in terms of timely and stable conducting a heating season,

-a poor housing to render for internally displaced persons, caused by improper legislation,

-lack of public financing for refund of electric energy consumption charges related to water transfer,

-constantly growing e-power tariffs for main water supply enterprises,

-a vague bizonal debts distribution of ‘Donets’kteplokomunenergo’ Regional Communal Enterprise, etc.

The draft field meeting committee resolution was taken on the first reading with its due follow-up revision taking into account proposals and amendments to be submitted by November the 9th. The pre-agreed final draft resolution of the committee will be reviewed at the committee meeting scheduled on November the 15th, 2017.

On the results of the field meeting, there will be a letter sent to the attention of the Cabinet of Ministers of Ukraine requesting it to solve the problematic issues of the heating- and water-supplying enterprises in Donetsk and Luhansk oblasts in the ongoing heating season as soon as possible.
