The committee held a field sitting on a legality and law and order state of play in Kharkiv oblast on November the 1st
The meeting was attended by the highest oblast (regional) top brass, being ‘amplified’ by high-ranking public procurator's office reps, including the military procurator's office, the ombudswoman, the State Emergency Service of Ukraine, the administrative police, the State Border Guard Service of Ukraine, the customs, the regional administration of justice, principals of the regional higher education institutes, local deputies, spokespersons for the public, and the mass media.
The committee head pointed out since the region is the border territory it has always been a dainty morsel for the sworn foe to date. This is the reason why the local authorities must secure protection of the state border, territorial integrity, safety and security of the people.
Upon the comprehensive talks on the issues, the committee has undertaken to elaborate recommendations on:
-reducing crime rate, and relaxation of societal tensions stemmed from it,
-stepping up crime detection,
-reduction of criminal influence over youth and adolescents, discouraging their involvement in illegal practices,
-raising legal awareness of citizens,
-preserving public tranquility at a proper level,
-making grounds for re-socialization of persons released from places of detention,
-a wider involvement of general public in law enforcement, establishment of closer partnerships between urban community, regional community and the police.
The summarizing paper will come out by the next regular committee meeting scheduled on November the 8th, 2017.
There was also discussed at the meeting the draft bill No.7160 on optimization of a head count of the public procurator's office system allowing to trim the office staff within the set-up limits as the need arises. The draft bill had been approved by the committeemen by a solid vote, and was then recommended to the Verkhovna Rada of Ukraine to be taken on the first and second readings.
