The Committee on Social Policy, Employment and Pension Provision heard on launching a unified registry for social payments, benefits, subsidies, allowances and the like.

The committee held thorough hearings on the topic on September the 19th, with some real steps towards build-up and introduction of the registry. The committee head stated that a huge amount of time had been devoted by the committee to co-launching the unified registry, which was being technically introduced by the Ministry of Social Policy of Ukraine together with the World Bank within the The Social Assistance System Modernization project since 2014.

But as of today, the registry has not come into being for many reasons.

The tough debate on the registry issue has resulted in a set of urgent recommendations prepared by the committee.

Data of interest. In July 2014, the EBRD signed with Ukraine a USD 300 m loan agreement for implementation of “The Social Assistance System Modernization project”. The body in charge of the project was the Ministry of Social Policy of Ukraine. The goal of the project was introduction of an entire social information milieu. In July 2017, the ministry finally launched a tendering procedure for purchase of the project applied software. However, MPs and the public have faced growing unease about the almost total unclearness and mere dormancy in the project realization.
