The key ways of collaboration between the Ukrainian Parliament’s Administration and the Parliamentary Assembly of the Council of Europe (PACE) have been outlined to lift up supremacy of law standards

During July 6-7 the parliamentary administrating staff attended an advanced training seminar on the Council of Europe (CE) standards and policies organized by PACE. The principal events of the seminar were held in Strasbourg, France.

The major topics which were in focus of the seminar -- protection of the human rights and supremacy of law, the PACE’s ‘strategic triangle’: the CE standards, due monitoring of adherence to the standards over the participating member countries and technical collaboration projects with partners in a range of countries. The top leadership of PACE took part in the seminar, too.

During the seminar a series of Ukrainian reports was talked over, the main problems in implementation of the PACE’s recommendation were marked, and the international law terminology was agreed upon.

The prime spheres of reforms in Ukraine the Council of Europe is permanently focused upon are the constitutional reform, the judicial reform, decentralization, changes in the electoral laws, the Parliament’s regulations. The cardinal problems related to supremacy of law and the human rights were named to be non-execution of court decisions, legitimacy and term of detention, lawsuit duration.

Enhancement of the institutional capacity of the Verkhovna Rada of Ukraine was considered under a separate cluster of the seminar.
