The Deputy Chairperson of the Verkhovna Rada of Ukraine Iryna Herashchenko opened the morning session.

She reminded that today was the day of liberation of the cities of Kramatorsk and Sloviansk from pro-Russian terrorists. With standing ovation, parliamentarians greeted the heroes-soldiers who had taken part in the liberation developments.

The presiding officer gave the floor to representatives of parliamentary factions and groups who then made their announcements, statements, reports, and proposals.

The members of parliament proceeded with examination of the legislative amendments to the Customs code of Ukraine and other domestic laws relative to triggering a ‘single window’ mechanism and streamlining the checking procedures used against goods transiting across the customs border of Ukraine, presented under the bill No.7010. By 254 ayes the bill was taken on the second reading and in tote.

The presiding officer closed the meeting.

On introduction of a ‘single-window’ tool at the Customs: Draft bill No.7010

There has been taken the bill on the amendments to the Customs code of Ukraine and other domestic laws relative to triggering a ‘single window’ mechanism and streamlining the checking procedures used against goods transiting across the customs border of Ukraine.

The law is to activate the Single Window environment - a mechanism defined as a facility which allows parties involved in trade and transport (including watchdog state agencies) to lodge standardized information and documents with a single entry point to fulfill all import, export and transit-related regulatory requirements concerning commercial goods and vehicles transiting across the customs border of Ukraine. The Single Window environment for customs is focused on customs formalities and involves stakeholders dealing with cross-border movement of goods. The objective of the Single Window environment for customs is to enable economic operators to electronically lodge, and only once, all the information required by customs and non-customs legislation for cross-border movements of goods.

The lodgement of the above documents and information is to be conducted through the unified state informational web-portal “International Trade Single Window”. The portal performance is to be supported, maintained, and regulated by a central executive body in charge of realizing the state taxation and customs policy.    

 

On intensification of EU-UA cooperation: Draft resolution No.8551

The Parliament voted an appeal to EU institutions calling on to deepen the cooperation between Ukraine and the European Union. The paper urges the Europeans to make the most use of Ukraine’s euro-integration into domestic European markets of common interest, and in the run-up to the coming 20th EU-UA Summit to exert a heavier pressure upon Russia aiming to release all illegal Ukrainian detainees, with the Crimea and SRDLO inclusive.

 

On changes in financial sector and corporate governance of state banks: Draft bill No. 8331-d

There has been taken the bill that refines the financial sector performance as well as the corporate tools used for governing state banks, aligning them with best international standards by the agency of establishing a politically insulated system of governing state banks through supervisory boards to be mainly (six out of nine) formed by independent members. The rest of the board – three members – is to be formed from public servants to be equally nominated by the president, by the ministers and by the parliament.

To finally assign the above public nominees, there has to be a triple-sided selection panel formed on a basis of parity to be launched by the Cabinet. Once selected, the panel-applied appointees shall be assigned by the supreme body within five days from the date of application.

The bill is thought to change a wide range of Ukrainian laws pertaining to the spheres touched upon.
