The Ukrainian Parliament’s Administration, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH and Westminster Foundation for Democracy (WFD) have re-signed a memorandum that enables to carry on the “Financial and Economic Analysis Office in the VRU” Programme (FEAO)

Opening the event, the Administration’s sub-chief Petro Bodnar stressed he was happy to ink the deed to continue collaboration with the FEAO project.

In 2016, there was working the Pat Cox Mission at the Parliament whose invaluable work then resulted in framing the road map for parliamentary reforms.

"Integration of the Office's activities within the Parliament’s walls is highly welcomed.  We do appreciate support from the outside and we are glad to take the best practices of the developed countries".

According to P.Bodnar, a high attention has there been paid to establishing a Research service within the Administration, part of which the Office could be in the future. P.Bodnar expressed his hopes that the cooperation would be growing steadily in after years.

Anthony Smith, the WFD’s Chief Executive, said this memorandum was a striking case in point to show a fruitful collaboration between various organizations and parliaments.

Volker Bode, the GIZ Mission’s Deputy Director, observed in his turn Ukraine had been and was among priorities in the work of Westminster Foundation for Democracy. Nearly since its inception in 1992, the body has worked with Ukraine. Nowadays, the Verkhovna Rada of Ukraine is the mainstay of the nationwide decision-taking system, and the progress the Parliament has made respecting the European Commission’s recommendations is beyond praise.

He then expressed his belief that a parliamentary fiscal control was of importance to the Government: “We believe that the Office creation was a very important step by the Verkhovna Rada of Ukraine. We have seen significant results of the Office's work in the recent years”.

V. Bode fully supported the subchief’s words that the Parliament was open to changes and dialogue, to taking experience from other states. And the very activities of the Office can serve to be a mechanism for implementation of the said cooperation.

Westminster Foundation for Democracy

WFD shares the full breadth of the UK’s democratic experience by bringing together UK expertise on parliaments, political parties and elections. After 25 years cultivating relationships and evolving its programming, WFD has the institutional access and robust methodologies to strengthen democracies around the world.

WFD was established in 1992 after the fall of the Berlin Wall as an arms-length non-departmental public body which operates closely with, but is independent of, the UK Government.

WFD’s vision is of the universal establishment of legitimate and effective multi-party representative democracy. WFD can contribute to this by supporting inclusive governance which strengthens policy-making, accountability, representation and citizen participation.

Many countries around the world are keen to engage with WFD because they want to hear about the British experience. Rather than engaging in large, one-size-fits-all programmes with expensive components, WFD tailors bespoke programmes which makes small but significant improvements to that country’s democracy – and paves the way for bigger changes.

By operating in more countries across Asia, Africa, Europe, Central Asia, Latin America and the Caribbean and the Middle East and North Africa, WFD is now leaving a bigger footprint than ever before.
