Committee on Public Health

The committee held a round table discussion on "Areas of organizational development of dental care in Ukraine"

The event was attended by members of parliament, representatives of the Cabinet of Ministers, the Presidential Administration, the Ministry of Health of Ukraine, the Ministry of Defence, the Ministry of Internal Affairs, other interested ministries and departments, regional departments, health departments, the National Academy of Medical Sciences, scientific medical  institutions and higher educational institutions, public organizations, experts.

The head of the committee made a brief report on the problems of the Ukrainian dentistry, noting that healthy teeth are an issue of state security.  One of the biggest threats to the normal development of the industry was said to be the commercialization of dentistry due to insufficient funding by the state.

She, the head, called on the participants of the round-table to speak about what responsibilities the state should take, how the dental industry should develop, so that all our children have healthy teeth.

The deputy head of the committee informed the conferees about a draft law on medical self-government, proposing to build in Ukraine a three-chamber management system, where dentists would occupy a managerial niche in the medical self-government.

In the round table talks, there was observed that during 2016 alone more than 43 million citizens had applied for medical aid to dental practitioners.

Attention of the audience was drawn to the fact that in spite of the introduction of market principles in dentistry and the latest technologies in the diagnosis and treatment of dental diseases, there had considerably been diminished attention to mass dentistry accessible to the general public in the recent years. As a result, its prophylactic component has significantly decreased, among children in particular. This is evidenced by a high level of dental morbidity among the Ukrainians.

A separate problem was the provision of dental assistance to mobilized servicemen and draftees to the Armed Forces of Ukraine and other military formations, since the need in oral cavity sanation for them is as high as 95% odd.

The participants of the round table were presented thematic speeches on strategic directions of development of the dental industry, in particular, the introduction of medical self-governance on the basis of the three-chamber organization, the legal implementation of state financial guarantees for the provision of medical services and the increase of accessability and quality of medical care in rural areas.

The participants of the event emphasized the need in a bill aimed at the allocation of dental care into a separate type of medical care, which should be provided at the primary, secondary and tertiary levels on the basis of co-financing of the state budget and funds of local authorities. They also proposed to include the primary level dental care in rural areas into the medical guarantee program.

During the event, the committee head awarded the distinguished stomatologists and scientists for their achievements in dentistry, professionalism and mercy with the "Order of Saint Apollonia".

Committee on Corruption Prevention and Counteraction

Committee on Legal Policy and Justice

The committee held a joint two-committee meeting with the delegation of the EU Anti-Corruption Initiative (EUACI) and the International Anti-Corruption Advisory Board (IACAB), which are leading international experts in the field of prevention and counteraction to corruption.

During the meeting, the foreign experts presented the first peer review to ensure competent and independent investigation, as well as judging of cases connected with high-level corruption in Ukraine.

The conferees discussed implementing of the anti-corruption reform and how the Council of International Experts can aid to a better introduction it both at the committee and parliamentary levels.

Committee on Rules of Parliamentary Procedure and Support to Work of The Verkhovna Rada of Ukraine

The committee held a meeting with the delegation of the Ethics Committee of the House of Representatives of the Indonesian Parliament. The initiator of the meeting was the Embassy of the Republic of Indonesia in Ukraine.

The delegation of the House of Representatives of the Parliament of the Republic of Indonesia included thirteen members of the Parliament, the Ambassador of the Republic of Indonesia to Ukraine, members of the Parliament.  The deputy head of the Ethics Committee led the delegation.

At the meeting, there were discussed the ethics of the behavior of Ukrainian members of parliament, the parliamentary immunity, the interactions of parliamentarians with voters and the public.

The participants of the meeting exchanged their views and experience in organizing the work of the parliaments of both the countries, in particular, regarding the observance of discipline and rules of ethics by the elected representatives of the people.

Special emphasis was placed on the ensuing adoption of the Code of Ethics for Ukraine’s parliamentarians and reforming the Verkhovna Rada of Ukraine.  The participants of the meeting exchanged their views, and answered the questions.
