Committee on Social Policy, Employment and Pension Provision

The committee first deputy head Serhii Kaplin met Serhii Savchuk, ILO National Coordinator in Ukraine (International Labour Organization).

During the meeting, there was a constructive discussion on socially important issues - ensuring full, productive and freely chosen employment, social harmony through social dialogue, decent working conditions.

The parties also emphasized the problem of undeclared work in Ukraine, which is the basis for violating employees' rights to social security, safe and healthy working conditions and a source of unfair competition on the labour market through social dumping.

The first deputy head of the committee noted that particular attention should be paid to significant improvement of labour safety and occupational health, labour standards and labour law compliance.

In his turn, Serhii Savchuk informed about the ongoing activities of the International Labour Organization in the field of social protection. He noted that under the new project with the support of the Danish government, the ILO would carry out some practical work to promote trilateral social dialogue and collective bargaining.

At the end of the meeting, Serhii Kaplin marked the significant role of the ILO in establishing and promoting decent work standards and expressed his hope for further fruitful cooperation of the committee with the International Labour Organization.

Committee on Human Rights, National Minorities and Interethnic Relations

The committee head Hryhorii Nemyria met Adriano Roccucci, the Secretary General of the Community of Sant’Egidio. They discussed the protection of the rights and freedoms of internally displaced persons.

The parties also discussed the overall situation in Ukraine and the protection of human rights and freedoms in our country, in particular, to the internally displaced persons and citizens of Ukraine, who are in the occupied   territories of the Donbas.

The committee head recalled that according to the UN data, Ukraine ranks ninth in the world by the number of internally displaced people (IDP), and the fourth place after Syria, Iraq and Yemen in terms of IDP growth.

In addition, he informed his interlocutor about the work of the committee, about the committee hearings on the problems of forced migrants held last year in the Donetsk and Luhansk Oblasts.

In turn, Professor Adriano Roccucci, the Secretary General of the Community of Sant’Egidio emphasized that the Community is active in Ukraine in helping the deprived people: the elderly, children, the disabled, AIDS patients, the prisoners and the homeless.

Hryhorii Nemyria thanked Adriano Roccucci for the help the Community provides to Ukrainian citizens and expressed his hope for further cooperation in the future.

The Community of Sant'Egidio is a lay organization of Catholics founded in 1968 by Andrea Riccardi to promote global evangelization and charity, right after the second Vatican Council. Its principles include prayer, communication with the gospel, solidarity with the poor, ecumenism, and dialogue as a means of conflict resolution. One of its most prominent programs is the International Prayer for Peace, an annual gathering of many faiths and cultures, while its DREAM program has become a standard-bearer for HIV/AIDS programs. It has also made significant contributions to peace processes around the world. It adopts a peacemaking approach that is deeply rooted in Catholic tradition and theology. The Community pays attention to the periphery and peripheral people, gathering men and women of all ages and conditions, united by a fraternal tie through the listening of the Gospel and the voluntary and free commitment for the poor and peace. Prayer, poor and peace are its fundamentals points of reference. The community has over 50,000 members in more than 70 countries. The main areas of activity are helping the needy (poor, homeless, elderly, migrants, etc.), dialogue between churches and religions.

Committee on Rules of Parliamentary Procedure and Support to Work of the Verkhovna Rada of Ukraine

The committee reviewed five bills, including a draft law "On public consultations".

The list of the bills reviewed:

Bill No.7453 “On public consultations”.

Bill No.8080 concerning the temporary fulfillment of ministerial duties.

Bill No.8091 regarding the criminal liability of parliamentarians, civil servants for the acquisition and use of the citizenship of foreign states.

Bill No.8157 about the National Bureau of Financial Security of Ukraine.

Bill No.8157-1 – another version of the draft law on the National Bureau of Financial Security of Ukraine.

As a result of the consideration of the bills, the committee adopted the relevant conclusions.

Committee on Agrarian Policy and Land Relations

The Committee recommends to adopt on the first reading a draft law No.8121 on amendments to the Land Code of Ukraine on counteraction to raiding.

In the consideration, the committeemen supported the need in introducing the legally binding norms aimed at ensuring the protection of property rights of land owners and users, preventing the illegal acquisition and seizure of enterprises in the agrarian sector of the economy, resolving other issues for regulation of land relations, improving the procedure for state registration of land plots, real rights to the lands, the interaction of th  State Service of Ukraine for Geodesy, Cartography and Cadastre and the State Registry of Rights to Real Property.

As a result of the discussion, the committee recommended the Verkhovna Rada of Ukraine to adopt the draft law on the first reading.
