The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the session.

Opening the plenary session on Wednesday, the Speaker of the Verkhovna Rada of Ukraine A.Parubiy reminded that on April 4, 1949, there had been an agreement signed in Washington on the creation of the North Atlantic Alliance.  He congratulated the Allies of Ukraine on the establishment of NATO.

“Our direction is Ukraine's accession to NATO.  Step by step, we, through reforms and rebuff to the Russian aggression, become better and stronger, going to the goal above. Ukraine sure joins NATO!” stressed the Chairperson.

The politician also informed the audience that the day before he had held a debate with the Prosecutor General about the caption. It was agreed that he would address a written request to the Prosecutor General on behalf of the Parliament, asking for a comprehensive reply till the end of the day.

He also reminded that today at nearly noon the Parliament would hear the head of the Specialized Anti-Corruption Prosecutor’s Office Mr Nazar Kholodnytskyi and the Director of the National Anti-Corruption Bureau of Ukraine Mr Artem Sytnyk.

Representatives of parliamentary factions and groups made their announcements, statements, reports, and proposals.

Then the parliamentarians switched over to reviewing the issues of the agenda.

On ID cards and citizenship docs: Draft bill No.4023a

According to the bill, there has been adopted a series of amendments to the law of Ukraine on stopgap measures during the ATO period regarding ID cards and the Ukrainian citizenship papers. The law is to be complemented with a clause stating that the preparation of the ID and the UA citizenship documents for those citizens who live in the ATO zone is to be done by the central migration-related executive body at the place of application; and for those citizens who have resettled from the zone - by the central migration-related executive body at the actual place of residence or seat (of the applicant).

References to the residence data from the State Voter Register are allowed to be made for the preparation of the above mentioned documents for those citizens who live in or have resettled from the ATO zone.

On right to housing for students: Draft bill No.6142

Taken on the first reading was the draft bill on amendments to the law of Ukraine on provision of rights and freedoms for internally displaced persons with regard to the right to housing for students.

The bill provides for that the students with a degree residing at dormitories are entitled at the moment of deregistration to get re-registered at the very same registration office at the addresses of their idle or left residences.

They are also entitled to get a registration reference of being recorded as an internally displaced person in case of refusal to return to their former abodes. Likewise, the bill reads that the dormitories where the students were registered while studying are to be regarded as their temporary places of residence for six months starting from the date of graduation.
