On mergence of territorial communities: Draft bill No.6466

Under the above bill, there has been taken the law of Ukraine on voluntary association of territorial communities of villages and settlements to the ones of the cities of regional subordination. Once merged, all the powers of the village and/or settlement executive bodies (including the heads) come in eclipse from the date the association decision becomes effective. Since this very date the city’s powers span the newly taken in lands. The law shall come in force from the 1st of May, 2018.

Law on concessions: Draft bill No.8125

Under the above bill, there has been taken the law of Ukraine on concessions.

The bill envisages refining the legal regulations of concession activities, which will provide a clear mechanism for choosing a concessionaire and preparing for the implementation of quality projects under concession conditions that are in line with international practice; methodizes the laws of Ukraine in force governing concession activities; harmonizes the current concession legislation with the law on public private partnership; eliminates inaccuracies and conflicts of laws that have been identified during the practical application of the Ukrainian legislation on public-private partnership and concessions.

The bill also provides for amendments to more than thirty legislative enactments to bring them into line with the provisions of the bill and to remove barriers to the implementation of concession projects.

Law on environmental protection: Draft bill No.6530

The bill stipulates that the requirements for technical competence and independence are to be determined by the central executive body that applies the state environmental protection policy, with mandatory consideration of the measuring technique proposals from the outside.

Ban on forest cuttings: Draft bill No.6749

Under the bill, there have been taken some amendments to the laws of Ukraine on prohibition of a solid felling (continuous deforestation) in spruce-beech forests on the mountain slopes of the Carpathian region.

The draft law proposes to prohibit main forest use cuttings in the economic zone of national natural parks, in preserves, as well as a solid tree felling in spruce-beech forests of main use on the steep slopes of the Carpathian region; to introduce some new definitions in order to ease the law enforcement.
