There are six bodies in focus of our committee scan today:


Committee on State Building, Regional Policy and Local Self-Government

The Committee recommended that the Verkhovna Rada of Ukraine adopt the draft law on urban agglomerations on the first and second readings. The said bill was introduced in order to determine the organizational and legal basis for formation of urban agglomerations by territorial communities of villages, settlements and cities (including united territorial communities), principles and mechanisms of interaction of territorial communities within city agglomerations, guarantees and responsibilities of urban agglomerations, as well as forms of support to urban agglomerations by the state.

While reviewing the issue, the committeemen were familiarized with a series of core decisions made by:

-         Committee on Budget,

-         Committee on Corruption Prevention and Counteraction,

-         Main Scientific and Expert Department of the Administration of the Verkhovna Rada of Ukraine,

-         Governmental committee for European and Euro-Atlantic integration, international cooperation and regional development.

The All-Ukrainian association of local self-government bodiesAssociation of Ukrainian cities” endorsed the bill and proposed to recommend the Verkhovna Rada of Ukraine to adopt the bill on the first and second readings. The committee agreed to advise the Parliament to take the bill on the second reading after being properly amended.

Committee on Economic Policy

On March 30, the committees held a joint field meeting in Ivano-Frankivsk to review development of transport infrastructure of the Carpathian region as a key condition for its socio-economic growth.

High on the agenda of the meeting were the following issues:

-         development of highways and bridge crossings of the Carpathian region;

-         ensuring implementation of construction, reconstruction, capital and running average repair of principal public-use highways;

-         problems in air communication throughout the region;

-         construction of new border checkpoints and entrances (driveways) to them;

-         bill No.3670-d on compulsory civil liability insurance for owners of land vehicles.

Committee on Family Matters, Youth Policy, Sports and Tourism

The committee held a roundtable on “Vocational guidance and employment problems for youth with special educational needs”.

The event was attended by members of the Ukrainian parliament, representatives of ministries, central and local executive authorities, scientific and expert institutions, and public organizations.

Opening the meeting, Denys Sylantiev, MP, deputy head of the Committee on Family Matters, Youth Policy, Sports and Tourism, stressed how important for the Ukrainian society was employment of young people with special needs, young people with disabilities. Representatives of funds providing assistance to young people with special needs informed the audience about their readiness to work on improving the legislation related.

In conclusion, Denis Sylantiev informed that the proposals submitted by the conferees will be taken into account when preparing the recommendations of the round table.

Committee on Economic Policy

At the committee, there was held a meeting with representatives of the IMF Mission to Ukraine and the EU Evaluation Mission in the framework of the project "Support to Rule of Law Reforms in Ukraine".

The participants discussed important legislative initiatives helping improve the investment climate in Ukraine through facilitating doing business.

The committee’s head Andrii Ivanchuk thanked the IMF representatives for their assistance in drafting the Code of Bankruptcy, which would help restore the debtors' solvency and attract investments. He stressed that after adoption of the Code Ukraine would rise in the international rating of Doing Business.

Andrii Ivanchuk announced a new round table to discuss the Code before the second reading.
