As the sitting began, the Chairman congratulated the House on the International Volunteer Day, calling for due respect to those who were the first to make a stand for protection of the Motherland against the Russian aggression.

Laws ratified
0161 -- Taken was the bill No.0161 on ratification of the OPEC-Ukraine agreement for stimulation and protection of investments inked on May 26, 2017. OPEC or OFID is The OPEC Funds for International Development (Austria). The law provides for establishment of the most favored nation regime to investments administration, and is supposed to bring about a leap in investment luring into Ukraine’s economy.
0169 -- Taken was the bill No.0169 ratifying prolongation of the Ukraine-Kingdom of the Netherlands agreement on the international mission aimed at protecting investigation into MH17 crash. The new term of validity is set at September the 1st, 2018. The objective of the extension is to facilitate the further investigation.
0164 -- Taken was the bill No.0164 to ratify the law on adhesion of Ukraine to the Charter of the International Renewable Energy Agency (IRENA) signed in Bonn on January 26, 2009. The accession is supposed to ease applying to the Abu Dhabi Funds for Development (ADFD) for having soft loans, gaining access to the whole body of IRENA’s data on renewables use, newest best practices and research/survey results, and advanced financing techniques for developing renewable energy, furthering establishment of effective cooperation between Ukraine and advanced countries of the world aimed at developing renewable energy, laying the groundwork for obtaining IRENA’s aid in improving Ukraine’s renewable energy legislation.
7242 -- Taken was the bill No.7242 on amendments to the law of Ukraine “On the State Special Transportation Service of Ukraine” as to the status of the service. The law provides for re-subordinating the service to the Ministry of Defence of Ukraine in order to streamline the country’s security and defence clusters, improve their practical planning and financing.
The law refines the service’s organizational chart, the legal grounds for its activities, the manning level of the service, the appointment procedure for its officers, and the inland geographical coverage. The total headcount of the service staff is set at five thousand persons. The bill has brought about a set of changes to certain national laws concerning the military and its overall maintenance, including social protection. The bill implementation charges are to come from the state budgeting dispensed for the ministries of infrastructure and defence as well as other sources allowed by law.
First reading bills approved
6109 -- Taken was the draft bill No.6109 on amendments to certain laws providing for equal rights and opportunities (gender equality) to men and women on service at the Armed Forces of Ukraine and other military forces. The bill is to ensure gender equality and kill gender discrimination/bias in the military entirely.
The new changes are believed to ensure rendering equal opportunities to both sexes in the military service contracting, with a reserve for women that they are entitled to contract until the maximum service age limit; establishing equal gender-unbiased principles of military servicing with a unified approach to staff posts and military ranking with similar liability; lifting restrictions to telling off female soldiers for daily details, seconding and exempting from troops trainings.
6689 -- Taken was the draft bill No.6689 on amendments to the law of Ukraine “On Military Duty and Military Service” – rectifying the procedure of one-off payments for fatality (death), disablement or partial disability with no disablement specified to foreigners or apatrides who are on service at the Armed Forces of Ukraine. The law offers to level up the above payoffs for each and every Ukrainian servicemen (including foreigners and apatrides), which are on service in the Armed Forces of Ukraine.
