Five committees are today in our focus:
Committee on Budget
There was a 23rd field meeting of the Committee on Budget held this time in Khmelnytskyi. The issues discussed were formation and execution of local regional budgets under the ongoing budgetary decentralization, major regional health care areas to be reshaped, foreground projects of social and economic development of the region related, for instance, to a better water supply for Chernelivka villagers, top overhaul and reconstruction of the existing and building several new pavilions for a regional child health clinic to upgrade it largely, creation of a regional integrated cardiological and cardiosurgery assistance centre in order to streamline rendering the services to the people “under one roof”, a government support to restoration works in the historico-cultural open-air museum “Medzhybizh”, a palace of XVI century, hosting some forty thousand tourists annually. A range of successful widely exporting regional enterprises, contributing heavily in the local budgets, has been visited by the committeemen in the course of the field meeting to become better acquainted with their needs and prospects.
Committee on Corruption Prevention and Counteraction
The newly established Committee’s Subcommittee on Legal Support and Control over Anti-Corruption Ad Hoc Bodies is soon going to form a National Anti-Corruption Bureau of Ukraine (the NABU) watch task group to work out the NABU’s performance auditing policy (techniques and methodology). The said decision was approved at the committee’s maiden meeting. The resolution also envisions next applying to international anti-corruption organizations for seconding their apt experts capable of framing the above auditing policy. The task group is supposed to be fully staffed by November 7, 2017.
Committee on Science and Education
The committee shall reportedly hold a field sitting in Donetsk oblast. The topic of the sitting is “Legal practices used in Donetsk and Luhansk oblasts education sector under the ATO conditions”. The venue of the event is Ploshcha Myru, 2 (Peace Sq.2), Kramators'k, Donetska oblast. The sitting will be held at the Kramators'k city council premises on October the 25th.
Committee on Industrial Policy and Entrepreneurship
The draft bill No.6671 on bolstering industrial and investment activities, protection and securement of rights and interests of businesses providing for a free connection to general utilities, has finally gained a favorable official report from the Ministry of Economic Development and Trade of Ukraine. This striking novelty is supposed to refresh a dim lure for investments through a wide cutting of investment outlay by removing a corruption component, red tape, and would-be extra charges imposed at times by local monopolists.
Committee on Construction, Urban Development, Housing and Communal Services
…recommends the Verkhovna Rada of Ukraine to take it on the first and second readings a draft bill No.6724 amending the Article 40 of the UkrSSR Housing Code. The bill is supposed to bind citizens to inform the bodies in charge of registering those to seek housing improvement about attainment of such improvement, which is consequently to entail dissolving the grounds for granting another dwelling, and about leaving for permanent residence to another locality. The law runs the aforementioned ‘delisting’ (deleting a record) is to be solely done by the registering body given the confirming information taken from information systems or data bases of other information services agents, enterprises, establishments, authorities or organizations of the same management sphere, or from a domestic public information electronic resources network by means of sending electronic requests to the relevant bodies and to the registered persons seeking housing improvement for furnishing the proper confirming documentation. The committeemen did approve the bill knowing that the UkrSSR Housing Code contains no regulations for re-registration of persons seeking housing improvement.
