More effective management of the Parliament’s performance was discussed during the meeting between the Parliament’s structural divisions and international donor organizations.

The USAID Rada Program-supported event was attended by representatives of secretariats of the Parliament's committees and Parliament’s Administration, and public-spirited persons.

Ihor Kohut, the Director of the USAID Rada Program, told about preparation of analytical reports in the format of ‘Shadow Rероrt’ (shadow reports), which are an integral part of the project. “We tried to understand how it is done in other countries, who orders such analytical reports - deputies, politicians or experts, and which objectives it pursues,” he explained, having added that exactly parliament's committees are the most frequent customers of such analytical reports. “It gives them opportunity to obtain a versatile analysis. Such reports are usually made by representatives of social expert establishments in conjunction with the committees,” commented he.

A representative of the “Laboratory of Legislative Initiatives” delivered a shadow report on the government service reform in Ukraine. The report is about evaluation of progress in the key reforms in the domain of the Ukrainian public service determined by the new edition of the law on public service adopted in 2015. The report in question examines political neutrality in public service, professional development of public employees, the branch salary provisions and efficiency of the public service performance.

A USAID Rada’s gender expert presented a guide “Analysis of state policy and legislation for equal rights and opportunities of women and men”. To prepare this educational and methodological guide, more than three thousand bills and other regulatory legal acts were scrutinized. The expert stressed that members of the Parliament have the analysis already in use at work. “It was important for us to understand the feasible scope of works for experts, as well as the trends prevailing”, noted the expert.

The participants of the meeting underlined the real need in further co-operation between the Verkhovna Rada of Ukraine and international organizations.
