Under the document, only a person that is in family or relative relationship
with a fosterling can be appointed a foster parent of a child of tender years
or a trustee of the young person.

The President of Ukraine deems this provision significantly narrows the circle of potential foster parents or trustees and, as a result, the existing rights of children.
Committee members upheld the proposals of the President of Ukraine that suggest a new version of paragraphs four-six of the sub clause two of clause 2 of section I of the Law.
