The bill (reg. No. 2212) suggests a gradual increase of privileged retirement age for women for 5 years and increase of pensionable service (in some professions special service as well) for 5 years for persons entitled to pension for working in hazardous and especially hazardous conditions.

To calculate all pensions it was suggested to apply an average salary for years 2012, 2013, and 2014 instead of the current provision.

Working pensioners are suggested to be paid 85% of a pension but not less than a living minimum wage established for people who are unable to work; persons who are occupying positions that are entitled to special pensions (MPs, state officials, etc.) are suggested to be deprived of pensions while still in the office. 

Chairperson of the Committee Liudmyla Denisova stressed that in order to reform the country it is necessary to change the legislation. "The Verkhovna Rada together with the Government shall do this. Today these are compulsory measures. However, these measures should be temporary; we can not worsen social protection of our citizens".

The Committee members submitted proposals on assistance to persons who participated in the ATO and have status of combatants or became disabled.

MPs upheld the proposal of L.Denisova to recommend that the Verkhovna Rada adopt the bill as a basis and refine it before the second reading.

The Committee will submit respective recommendations to the Committee on Budget in order to take them into consideration when adopting amendments to the State Budget of Ukraine for 2015.
