On Thursday the Speaker of The Verkhovna Rada of Ukraine O. Moroz Sent the Letter to the President of Ukraine V. Yushchenko Concerning the Precipitation of Validating the Law "On the Purchase of Commodities, Labor and Services for the Public Funds" Through Actions Established by the Constitution of Ukraine.
The text of the Letter:
«Dear Viktor Andriyovych,
I appeal to you with the issue of the State importance which should not be considered from the point of anybody´s political advantages or current political situation. Moreover, I am convinced that personal assistance of the President of Ukraine in this issue will be favorably appreciated nation-wide.
The issue concerns the Law of Ukraine amending the Law of Ukraine "On the Purchase of Commodities, Labor and Services for the Public Funds" adopted by The Verkhovna Rada of Ukraine on 19 June 2007, which was developed by the special parliamentary working group and is based on more than 20 Bills, initiated in The Verkhovna Rada of Ukraine by different entities of legislative leadership.
The peculiarity of this Law consists not only in the establishment of more favorable conditions for the procedures of State purchasing, but also in the balancing the State and public control in this field which is very important in view of the EU requirements towards the development of the civil society in Ukraine.
I am convinced of the positive influence of this Law on the further advancement of Ukraine to the World Trade Organization.
Dear Viktor Andriyovych, in view of these facts I ask you to perform the required actions, established by the Constitution of Ukraine, to precipitate validation of the Law, since you are familiar with the Law and did not raise any objections (although The Secretariat of the President of Ukraine ignores the texts of the laws, violating the Constitution of Ukraine).
Considering the third part of Paragraph 94 of the Constitution of Ukraine, if you do not sign the Law of Ukraine amending the Law of Ukraine "On the Purchase of Commodities, Work and Services for the Public Funds" adopted on 19 June 2007, it will be considered as approved by the President of Ukraine and will be promulgated.
