Committee on Legislative Support of Law Enforcement

The committee recommends that the Verkhovna Rada adopt the bill on improving the prosecution procedure for violations associated with the provision of financial support to political parties and their financial reporting.

The committeemen reviewed the draft bill No. 8597 on the 19th of December.

During the discussion, there was noted that the objective of the project is to legally build up opportunities for optimizing quarterly reporting of political parties on their property, income, expenses and financial obligations; the settlement of the procedure for consideration of cases concerning administrative offences in courts and the establishment of transparency and openness in activities of the National Agency; the increase and inevitability of administrative liability for violations in this area; the introduction of due mechanisms tooled to exercise the National Agency’s powers as well as improvement of the legislation to make it easier and more predictable.

The draft bill provides for amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine.

Members of the committee upheld the bill, adoption of which will allow it to set effective, balanced and instrumental sanctions for violations in funding parties, to solve the problem of equitable implementation of law and to ensure inevitability of responsibility for administrative offenses.

 

Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe

The committee propped the draft bill No.9276 on amendments to the Tax Code of Ukraine concerning the abolition of double taxation of forest (wooded) lands.

The body considered the draft bill on amendments to the article 273 of the Tax Code of Ukraine on the abolition of double taxation of the lands and recommended that the taxation and customs policy committee would submit it to the Verkhovna Rada for further taking it on the first reading.

The law of Ukraine "On amendments to the Tax Code of Ukraine and certain laws of Ukraine as to the stimulation of establishment and activities of family farms" introduced amendments to the article 273 of the tax code, which institutes a land tax for all forest (wooded) lands in Ukraine. The draft law proposes to reinstate the previous wording of the article 273 of the code and ordains that the forest land tax is to be levied as part of the rent, which is determined by the tax law.

Adoption of this bill will eliminate an additional tax burden upon the activities of forestry enterprises, which in turn reduces social tension and ensures further development of Ukraine’s forestry.
