The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy opened the evening plenary session.

After the break, parliamentarians proceeded with considering the business of the day.

At issue, there is presently the bill No.9319 on annual parliamentary prizes to best educators of all levels.


Laws, bills and resolutions passed


On annual prize of VRU for educators

--Draft resolution No.9319

The parliament passed the resolution “On conferment of the Verkhovna Rada of Ukraine Prize to educators of comprehensive, vocational, pre-school and out-of-school education establishments”. The paper is to award the prize to 28 educators.


On antagonizing bullying behaviour

--Draft law No.8584

The parliament passed the law “On amendments to certain legislative enactments of Ukraine regarding opposing bullying practices”.

The bill gives all appropriate definitions to bullying and anti-bullying practices as well as specifies the scope of responsibility for all bullying-related occurrences and proceedings, including concealment of mobbing by educators or staffers.

The law changes the Code of administrative offences of Ukraine accordingly by complementing it with a new article 173(4), which institutes a whole universe of responsibility for every display of bullying in educational establishments.

Proper changes shall be also applied to the law of Ukraine “On education”. The law, in particular, necessitates any education establishment to provide free access and make it public through its official website all bullying-related information, including such instances and anti-bullying policies as well. The redrafted article 73 of the above law vests much more powers in the education ombudsman aiming at far wider scanning for bullying-associated incidents and far closer interacting with executive authorities, including central ones.

The bill is also to amend a range of education-related laws of Ukraine.


On extension of ‘cure period’ for state coal mining companies

--Draft law No.9049

The VRU has carried the Law of Ukraine “On amendments to certain laws of Ukraine regarding cleared conditions for provision of a state support to the coal mining industry”.

The bill extends the “cure period” until January 1, 2022. Within this time interval, there will be prohibited to conduct execution proceedings against and block accounts of state coal mining enterprises aiming at letting them rebound enough for further operation on a make-out (self-repayment) basis.

The bill changes the Law of Ukraine “On execution proceedings” appropriately to reconcile it with the law on re-establishing solvency of state coal mining enterprises in order to avoid would-be legal conflicts related with execution proceedings.
