The  Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy opened the moning plenary session.

He announced that today’s sitting   opens its work with issues relating to persons with disabilities.

The presiding officer gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports, and proposals.

After the speeches, the lawmakers proceeded with debates over the business of the day.

 

Laws, bills and resolutions passed

 

On better accessibility to courts for people with limited mobility and disabilities

--Draft law No.6211

By 228 ayes, the parliament passed the draft law “On amendments to the law of Ukraine “On court fee” to foster accessibility to courthouses for persons with disabilities and low personal mobility groups of population”.

The bill is aimed to share the court fee funds for betterment of courthouses (architectural and informational) in favour of the above mentioned groups of population. The said changes shall be introduced in the article 9 of the law of Ukraine “On court fee”.


On moving traffic for persons in wheelchairs

--Draft bill No.7486

By 252 ayes, the Verkhovna Rada of Ukraine carried on the first reading the bill “On amendments to the law of Ukraine “On moving traffic” in terms of organization of road traffic for persons in wheelchairs”. The bill is to complement the above law with a new article 19 about major rights and obligations of persons in wheelchairs. The bill is also supposed to bring the whole instrument to a uniform terminology.


More protection of rights of persons with disabilities and other low mobility groups of population

--Draft bill No.7370

On the first reading, there has been taken by 230 votes the bill “On amendments to the law of Ukraine “On regulation of urban development activities” (regarding greater protection of rights of persons with disabilities and other low personal mobility groups of population in implementing urban development activities)”.

The bill is intended, in particular, to ease housing (residential) betterment activity in favour of the above groups of population by removing unnecessary documents that allow it to undertake to this end. The said changes are thought to be introduced in the articles 34, 39 of the above law.
