The Speaker of the Verkhovna Rada of Ukraine A.Parubiy opened the morning plenary session.

A.Parubiy said that the session is attended by the President of Ukraine Petro Poroshenko, the Prime Minister of Ukraine Volodymyr Hroisman, members of the Government, heads of central executive bodies, representatives of the judicial branch, the mass media, heads of foreign diplomatic missions and other officials.

The Chairman gave the floor to the  President of Ukraine Petro Poroshenko.

The President delivered his annual state-of-the-nation address on internal and external situation of Ukraine to the Verkhovna Rada of Ukraine.

After the presidential address, parliamentarians switched over to considering  inclusion in the agenda and further referring to the Constitutional Court a draft bill No.9037 amending Ukraine’s constitution (regarding the strategic course of the state on acquiring a full-fledged membership of Ukraine in the European Union and the North Atlantic Treaty Organization).

The head of the Committee on Legal Policy and Justice clued up that the committee recommends the Verkhovna Rada to include the above bill in the agenda and send it to the Constitutional Court for conclusion.

Ukraine’s EU-NATO membership course to be constitutionalized

--Resolution No.9037P  

There has been adopted the Resolution No.9037P "On inclusion in the agenda of the ninth session of the Verkhovna Rada of Ukraine of the VIII convocation of the draft law amending the Constitution of Ukraine (regarding the strategic course of the state for acquiring full-fledged membership of Ukraine in the European Union and the North Atlantic Treaty Organization) and its referral to the Constitutional Court of Ukraine".

The said bill has been sent to the Constitution Court for further constitutional appraisal against the Articles 157 and 158 of the Constitution.


On Ukrainians’ titles to land and retainment of farmlands ownership in hand of Ukrainian citizens    

--Resolution No.6236/P

There has been taken the Resolution No.6236/P “On inclusion in the agenda of the ninth session of the Verkhovna Rada of Ukraine of the VIII convocation of the draft law amending the Article 41 of the Constitution of Ukraine to the extent of exercise of Ukrainian citizens’ titles to land, retainment of farmlands ownership in hand of citizens of Ukraine and sustained rural development on the basis of farm enterprises, and its referral to the Constitutional Court of Ukraine”.

The said bill has been sent to the Constitution Court for further constitutional appraisal against the Articles 157 and 158 of the Constitution.


On further work over a parliamentary immunity bill

--Resolution No.7203/P1

The Parliament carried the Resolution No.7203/P1 “On further elaboration of the draft law amending the Constitution of Ukraine (regarding parliamentary immunity of Ukrainian parliamentarians)”.

Pursuant to the requirements of the Article 159 of the Constitution of Ukraine, the Ukrainian Constitutional Court’s conclusion dated June 19, 2018, and in accordance with the Article 150 of Parliament’s Rules of Procedure, the Verkhovna Rada of Ukraine has resolved as follows:

1)    Submittal of proposals and amendments to the immunity bill is only allowed until October 19, 2018 (inclusive),

2)    Handling the paper load by the committees in charge and submitting their conclusions to the Committee on Legal Policy and Justice are only allowed until November 7, 2018 (inclusive).

The above mentioned committee is charged to work up the bill-related papers submitted and to furnish parliamentarians with the documents specified in the third part of the Article 150 of the Parliament’s Rules of Procedure by November 21, 2018 (inclusive).

The resolution stipulates that the immunity bill be reviewed no sooner than in seven days after parliamentarians are in receipt of the appropriate committee conclusions.
