The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the evening session.

He announced the draft bill No.8152 on currency for reviewing. Parliamentarians began to consider amendments to the bill.  Finally, the bill was passed by 228 votes in the second reading and in tote.

Afterwards, parliamentarians switched over to the next issue – a second reading draft bill No.8296 on economic preconditions for strengthening protection of the children’s right to proper care. They got through 54 amendments to the bill during the evening session. The amendment work shall continue at the next plenary session.

On currency: Draft bill No.8152

There has been taken the law of Ukraine “On currency and foreign exchange transactions”. This law defines the legal framework for conducting foreign exchange transactions, currency regulation and exchange control, the rights and obligations of subjects of foreign exchange transactions and authorized institutions, and establishes liability for currency legislation violations. The law frames the principles of the currency regulation, clarifies the related terminology by introducing among other things some new definitions.

The law also defines the content of currency legislation;  clarifies the principles of foreign exchange transactions, handling of settlements, currency trading, cross-border payments, licensing of foreign exchange transactions by the National Bank of Ukraine, setting time ceilings on export-import settlements for goods and services;  administers enforcement actions upon violators of currency legislation, etc.

The bill is to amend a range of banking-related laws of Ukraine and kills two former enactments regulating foreign exchange transactions and exchange control.
