The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning session.

Opening the plenary session, the Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy notified that after considering the national security law he would offer to append the supreme anticorruption court law to the current business of the day.

Parliamentarians went on reviewing the second reading of the draft law No.8068 on the national security of Ukraine. They got through four hundred amendments by noon. By 248 ayes, the national security law was taken on the second reading and in tote.

The presiding officer then announced the establishment of a new inter-factional parliamentary association “For the Development of Civil Society”, to be co-chaired by members of parliament Yu. Solovei, Ya.Bekhbakh, I.Popov, etc.

The presiding officer closed the meeting.

  • F i r s t  reading bills taken

 

On judicature and status of judges: Draft bill No.7441

By 235 ayes, there has been taken on the first reading the draft bill on court of judicature and status of judges in connection with the adoption of the law of Ukraine on the supreme anti-corruption court.

The law is to amend the judicature law in force through refining working regulations of chambers at high (superior) specialized courts and giving more institutional autonomy to the appeals chambers at superior (high) specialized courts, with more obligations charged alongside to appeals chambers’ heads.

The draft law is supposed to set the high specialized courts to be main state budget owners, and to allocate a separate maintenance expenditures budget item for the appeals chambers at the high specialized courts in the State budget of Ukraine.

The bill offers to introduce a new section (4) on a court security service governing the whole sphere of courts policing.

The bill is thought to regulate a range of issues related to the introduction of the judicial reform, amending to this aim a wide variety of Ukraine’s codes and enactments.

On national security: Draft bill No.8068

There has been taken the law of Ukraine “On National Security”. The legislative act defines the grounds and principles of national security and defence, the goals and underlying principles of the state policy that shall guarantee protection for society and every citizen against any threats.

The law specifies and re-assigns the powers of state bodies in the area of national security and defence, lays the groundwork for integrating policies and procedures of state authorities, other state bodies whose functions relate to national security and defence, security forces and defence forces, frames the system of command, control and coordination between the security forces and the defence forces, introduces a comprehensive approach to national security and defence planning, thus ensuring a democratic civic control over bodies and units relating to the security and defense realm.

The law contains five sections.

The Section One constitutes the law’s glossary.

The Section Two gives legal grounds and principles of the state national security and defence policy, Ukraine’s fundamentals in the field of national interests, among which are ensuring the state sovereignty and territorial integrity, Ukraine’s integration in the EU political, economic, and legal spaces, attaining membership in the European Union and the North Atlantic Treaty Organization. A range of the national strategies and supporting documents shall define the national security threats and the state policy priorities in the areas of national security and defense. The above instruments are to be first commended by the National Security and Defense Council of Ukraine, and afterwards approved by presidential decrees.

The Section Three defines the principles and mechanisms of civic democratic control, and the powers to exercise such control by legislative, executive and judicial powers, by local self-government (home rule) bodies and civil society.

The Section Four frames the composition of the security and defence sector and also the legal status of the polar bodies that make it up, as well as the management and coordination tools to be applied in the sphere of national security.

The Section Five regulates the national security and defence planning, specifies key long-term planning documents (a range of different national planning strategies) as well as the procedures used to introduce and incarnate the above papers along the medium-term and short-term planning documentation.

The law was adopted taking into account proposals tabled by the Committee on National Security and Defence.

 

On initiation of supreme anticorruption court: Draft bill No.8497

By 265 ayes, there has been passed the law of Ukraine “On the Creation of the Supreme Anti-Corruption Court” by the Parliament. The law provides for establishing the said court, stipulating that its seat, territorial jurisdiction and status shall be defined by the law of Ukraine “On Supreme Anti-Corruption Court”. The bill shall come into force since the date of its promulgation.
