Committee on Corruption Prevention and Counteraction

Under the protocol No.119, the committee announced a new qualifications-based selection for a parliamentary representative to the independent performance assessment commission for the National Agency of Ukraine for Detection and Management of Assets Obtained through Corruption and Other Crimes. The nominees should meet the requirements set forth in the law of Ukraine “On the National Agency of Ukraine for Detection and Management of Assets Obtained through Corruption and Other Crimes” as well as satisfy ones of the assessment commission.

The applications and the nominees’ documents/profiles are to be filed by June 15, 2018 at the latest in printouts or emailed to crimecor@v.rada.gov.ua.  

 

Committee on Science and Education

In conjunction with the related ministry, the committee has triggered a public debate on pre-higher professional education.

The themed meeting was attended by: the First Deputy Head of the Committee on Science and Education Oleksandr Spivakovskyi, MPs - members of the Committee Oleksii Skrypnyk, Taras Kremin, Iryna Konstankevych,   Oleksandr Marchenko, Mykola Frolov, Oleh Petrenko, the Minister of Education and Science of Ukraine Liliia Hrynevych, the Director of the Directorate General for Higher Education and Adult Education of the Ministry of Education and Science of Ukraine Oleh Sharov.

Also attended was the event by representatives of the Ministry of Education and Science of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Defence of Ukraine, the Ministry of Culture of Ukraine, the Ministry of Health of Ukraine, regional authorities and local self-government, scientific and methodological institutions,  representatives of employers, non-governmental organizations and the expert environment.

The debate’s agenda was as follows:

1.     Legislative support for functioning and development of pre-higher professional education institutions.

2.     Draft bill No.8335 on securement and protection of intellectual property during the UEFA Champions League Final in 2018 and the UEFA Women's Champions League Final in 2018 in Ukraine.

The education minister Liliia Hrynevych delivered a report on legal support for training college and schools and spoke about the related legislative novelties, and set then out the relevant ministerial visions upon the bill filed under No.8321 “On pre-higher professional education” and its alternative under No.8321-1.

As a result of the debate, there was decided to hold by June 20 an ample public hearing on the two above educational bills at the premises of the Ministry of Education, aiming at adoption of the law by July 15. Another step decided upon was an appeal to the Cabinet of ‘Moneysters’ calling on to settle up sufficient funding for the training college and schools in 2018. Yet another resulting move was to recommend the Parliament to hasten consideration of the bill No.8321 “On pre-higher professional education”.

It was also decided to recommend the Cabinet of Ministers to develop and adopt the Development Strategy for Pre-Higher Professional Education.

Touching the above said UEFA intellectual property bill, it was too decided to recommend the Verkhovna Rada of Ukraine to adopt the draft bill on the first and second readings, making it by so doing a ready-made instrument.
