The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the session. MPs delivered their statements, announcements, and proposals.

Then the members of parliament have switched to beavering away over the yesterday’s bill No.1581d on housing and communal services. The bill was replete with amendments.

The body of today’s work:

Bill No.1581d on the law of Ukraine “On Housing and Communal Services”

The Parliament adopted the law on housing and communal services on the second reading. The law runs “housing and communal services are result of the economic activity aimed at providing conditions of accommodation and stay of persons in residential and non-residential premises, houses and constructions, complexes of houses and constructions according to standard rates, regulations, standards, procedures and rules”.

The Law of Ukraine “On Housing and Communal Services” defines basic principles of organizational, economic relations that arise in the sphere of provision and consumption of housing and communal services between their producers, providers and consumers, as well as rights and duties of the latter. The subjects of this Law are bodies of executive power, bodies of local self-government, owners, producers, providers and consumers of housing and communal services. Control over observation of standards, norms, order and rules in the sphere of housing and communal services shall be performed by the central bodies of executive power and other bodies of executive power specially authorized thereto, as well as bodies of local self-government.

The law frames state policies in the housing and communal services sphere, terms of reference for public authorities and local government in the sphere, nomenclature of the housing and communal services, participants in legal relations of the sphere, providers of the services, rights and duties of the providers and consumers of housing and communal services, terms and procedures of payment for the services, tariffing and billing, procedures for the provision of the services, etc.

The law provides for timely informing the service consumers of planned changes in the tariffs accompanied with the rationale. The law also provides for the improper performance liability, and stipulates the order of submitting the consumers’ claims.

Bill No.7126 about changes in a range of the laws of Ukraine on public service

The bill was adopted on the second reading. The law is now to change several public service laws as it pertains to designation and dismissal of heads and deputy heads of local authorities, heads of central executive bodies (and their deputies) not affiliating to the Cabinet of Ministers of Ukraine, terms of reference for service heads at local state administrations etc. The law took into consideration the committee’s proposals on its merits.

Bill No.7258 on changes to the state budget of Ukraine for 2017   

The bill was adopted on the second reading. The law re-allots the budget lines within the 2017 total expenditures approved. The major changes are as follows:

-         to raise the total amount of state subventions to local budgets for:

·        benefits and housing (rent) subsidies for payment of utility services – by UAH 7.62 million,

·        socio-economic development of certain territories – by UAH 1.1 million,

·        medical subvention – by UAH 300 million,

-         to raise spending for financing:

·        the State Emergency Service of Ukraine -  by UAH 90.8 million,

·        the National Police – by UAH 594.8 million,

·        the Foreign Intelligence Service of Ukraine – by UAH 200 million.

By UAH 238.4 million it is planned to increase spending of the Ministry of Health of Ukraine for medical treatment abroad which cannot be delivered within the country. The above ‘upward’ re-allotments are to be done for account of cuts in spending for the state debt servicing by UAH 3.573 billion. The law took into consideration the committee’s proposals on its merits.

Bill No.7066 on state property privatization

The bill was taken on the first reading. The draft bill offers to take a new version of the state property privatization law which streamlines the whole area of privatization procedures, killing at the same time a range of outdated privatization-related laws.
