The morning plenary meeting concluded. A.Parubii, the Chairperson of the Verkhovna Rada of Ukraine, opened the session. The presiding officer presented today’s agenda. The MPs shifted to their announcements and statements – then to the agenda.

A.Parubii informed the House that on 11 July, 2017 the Council of the EU adopted a decision to conclude the Association Agreement with Ukraine on behalf of the European Union. This takes place on the eve of the EU-Ukraine summit in Kyiv, on 12 and 13 July. This is the final step of the ratification process through which the EU and Ukraine commit to a close, long-term relationship in all main policy areas. The full implementation of the agreement is to take effect as of 1 September 2017. The Chairperson of the Verkhovna Rada of Ukraine expressed his sincere gratitude to the European colleagues for their consistent support of Ukraine.

The Verkhovna Rada of Ukraine has ratified the agreement between Ukraine and the European Police Office (Europol) on operational and strategic cooperation

Some 230 MPs voted for the draft bill No. 0152 at the morning plenary meeting on Wednesday. The document enacts the ratification of the agreement between Ukraine and the European Police Office on operational and strategic cooperation, signed in the Hague on December 14, 2016. The ratification of the agreement will significantly expand the format of cooperation, exchange of operational information in criminal proceedings. It will also allow participation in joint activities to investigate a relatively wider range of crimes, locate persons involved in committing crimes, as well as participate in the analysis of intelligence reports and set up joint investigation teams.

The draft bill No.6149 accepted on the first reading introduces certain amendments into the Criminal Procedure Code of Ukraine

The changes aim to implement provisions of the Third and the Forth Additional Protocols to the European Convention on Extradition into Ukrainian legislation, and to improve the ongoing procedure of extradition from Ukraine those offenders who are wanted by the competent foreign authorities. Once the bill is adopted, a person detained will be entitled to appeal for a simplified extradition procedure to be applied without waiting for a formal extradition request. It will cut the term of being in custody in the territory of Ukraine. This condition is not applied to those detained in Ukraine who may be regarded as a threat to the national security of Ukraine or in case of having grounds that the person wanted may be a citizen of Ukraine.

The Verkhovna Rada of Ukraine approved the parliamentary hearings’ recommendations over financing of education and science in Ukraine. The corresponding draft bill No.5540-d was accepted by the Parliament.

With the draft bill No.6491 the Parliament accepted a resolution to carry out parliamentary hearings on a youth policy under decentralization.

On November 15, 2017 there will be hearings in the session hall on the topic “Formation and Introduction of the Ukrainian Youth Policy Under De-centralization”.
