THE VERKHOVNA RADA WANTS SECURITY GUARANTIES FROM USA CONGRESS

The Ukrainian Parliament appealed to the Сongress of the USA asking to negotiate on  the defense agreement with Ukraine. According to Ukrainian MPs, assistance of the USA in resolving the conflict may add necessary mechanisms to stop Russian aggression against Ukraine.

The text of the appeal will be sent to the Congress after it is signed by the Chairman of the Verkhovna Rada, Andriy Parubiy.


SMALL AND MEDIUM SIZED BANKS MUST LIVE ON

The bill on simplifying capitalization and reorganization of banks was adopted in the second reading.

Following  the decision of the National Bank of Ukraine (NBU), banks are obliged to increase their authorized capital up to at least UAH 200 million until July 1, 2017. The adopted law allows financial institutions which are not able to implement this regulation to join the other bank or to reorganize itself into a credit union, insurance company etc. without liquidation.

Establishing of reliable banking system in the country is one of the requirements insisted on by international finance organizations,  the IMF in particular.

 

A STEP TOWARDS CORPORATIONS LAW IMPROVEMENT

A law amendmending corporate governance passed the second reading and was adopted by the Verkhovna Rada last week. It gives the majority shareholder, who controls more than 95% of the company shares, the right to require minority shareholders a mandatory sale of their shares (squeeze-out). At the same time, minority shareholders rights are protected by assuring the purchase of their shares by a fair price (sell-out).

The adoption of the laws is aimed at preventing hostile takeover attempts.

 

GREEN TARIFF GETS GREEN LIGHT

The law on stimulating energy production from alternative sources was approved in the second reading. The document establishes a Green tariff (tariff for the energy produced from the alternative resources and used for heating) on the level of 90 percent of tariff for energy, produced with natural gas.

The decision provides means of substitution for alternative kinds of fuel for the imported gas.


LANGUAGE QUOTAS ON TV

The corresponding bill was passed the first reading. It is planned to establish a quota of 75 percent broadcasting in Ukrainian language for the national TV channels and a respective 50 percent quota for the regional channels. This quota also means that 75% of news content has also to be in Ukrainian.

 

INTERNALLY DISPLACED PERSONS AND THEIR RIGHTS

A set of laws aimed at strengthening protection of internally displaced persons’ rights was adopted. Among them: the right to pay fair utility fees, reduction of the number of documents needed for registration, etc.

 

DOING BUSINESS WITHOUT STAMPS

A stamp is now something from the past. According to the law adopted by Ukrainian Parliament, a stamp is no longer required as “must-have” attribute of an entrepreneur to do business.

 

E-DECLARATIONS ON THE MOVE

The Verkhovna Rada modified the list of officials who must declare their income and property electronically exempting certain categories of military of this obligation.

As reported by the  National Anti-Corruption Agency, there are more than 100 000 annual declarations of Ukrainian politicians and state servants in the electronic registry now. 

 

WORLD DOWN SYNDROME DAY-2017 IN UKRAINIAN PARLIAMENT

12 young people with the Down Syndrome visited the Verkhovna Rada on March 21.  They came to tell about their aspirations and dreams and to ask for state support in their life in order to have equal work opportunities. The parliament backed the respective bill on social services for people with the Down Syndrome that partially decentralized social services provision and allows to carry out procurement procedures on local level.
