The development of the Black Sea region, turning it into a zone of stability, prosperity and peace, its integration with the world economy demands that all BSEC member countries combine their efforts to achieve progress in implementation of respective reforms, Head of the Permanent Delegation of the Verkhovna Rada of Ukraine to the Organization of the Black Sea Economic Cooperation (BSEC), Liudmyla Denisova, said at the BSEC Parliamentary Assembly (PABSEC) meeting in Belgrade (Serbia).

Liudmyla Denisova said Ukraine is ready to do its best to use the institutional potential of the BSEC in facilitating development of trade, small and mid-sized business, transport, environmental protection and other important fields in BSEC cooperation.

Liudmyla Denisova noted that as far as Ukraine is a parliamentary-presidential republic any reform starts with elaboration and adoption of respective laws by the Verkhovna Rada of Ukraine.

The Head of the Ukrainian delegation also said that effective implementation of reforms envisions cooperation both between different branches of power within certain countries and between the countries in the international arena.

She also assured members of the PABSEC member countries' delegations that the Ukrainian Parliament will further do its best to achieve prosperity of its country and development of the Black Sea region as the area of open international cooperation and partnership, democracy and market economy.

Liudmyla Denisova also noted that ongoing conflicts in the BSEC region, occupation of Crimea by Russia and its aggression in the east of Ukraine are the barriers for effective implementation of reforms in the country. At the same time, all those aspects constrain full participation of the BSEC member countries in achieving statutory goals of the Organization to turn the region into the region of peace, stability and prosperity.

The Ukrainian side emphasized that the PABSEC must not close its eyes to the falsehood of the Russian Federation and must condemn the armed aggression of Russia against Ukraine.

According to Liudmyla Denisova, the Declaration of the PABSEC General Assembly passed at the 47th Session of the Organization in Moscow (Russia) on June 30, 2016, contradicts general statements by the BSEC at the governmental level. Using the principle of consensus, Russia removes such notions as statutory "peace, stability and prosperity," "peaceful conflict solving" and others from the governmental statements.

Despite the armed aggression of the Russian Federation, Ukraine continues implementing required reforms.

Besides, the Head of the Ukrainian delegation noted that Ukraine counts on consistency of its partners, their commitment to the international law and respect to territorial integrity and sovereignty of Ukraine.

Liudmyla Denisova noted that the Regulations of the PABSEC were supplemented with an unprecedented term depriving any Assembly member not only of its voting right but also of a PABSEC mandate for violation of the order and rules of the procedure.

She called on all PABSEC members to avoid discrepancies between the Assembly documents and the acts of the international law.
