The participants in the roundtable were Chairperson of the Verkhovna Rada Committee on Informatization and Communications, Oleksandr Danchenko; Head of the Telecommunication Chamber of Ukraine, Tetiana Popova; Acting Head of the State Intellectual Property Service of Ukraine, Antonina Malysh; representative of the Google Ukraine, Oleh Yakymchuk; Council of Europe representative, Andrii Paziuk; Microsoft Corporation representative Vladyslav Shapoval; people's deputies, representatives of mass media and non-government organizations.

The participants in the roundtable discussed the legislation in effect in the field of protection of copyright and intellectual property in Ukraine, the ways to improve the legal regulation of the cooperation between copyright holders, distributors and users.

The issue of intellectual property rights protection is one of the serious problems in Ukraine. On the one hand, the state pays particular attention to the organization and improvement of legislative and regulatory control, on the other hand - the number of violations and offences in this field is permanently increasing. In the course of the forming market economy and a decrease in the budget financing of science, the outflow of scientists intensified. Unfortunately, the system of intellectual property rights protection in Ukraine is ineffective.

According to Oleksandr Danchenko, Ukraine should not expect any investments unless the issue of intellectual property is settled. He noted that the roundtable has to result in the elaboration of an effective memorandum in the field of the copyright protection.

The declaration of the Russian Federation as an aggressor state and later adoption of the Law of Ukraine (No. 159-VIII) "On amendments to some laws of Ukraine" (as to protection of information TV and radio space of Ukraine) made the state intensify the protection of its cultural sector.

Antonina Malysh expressed hope that the copyright holders and providers of telecommunication services are ready for constructive dialogue and looking for compromises, which will facilitate balancing of interests of all the parties.

Oleksandr Danchenko offered the following steps to achieve the consensus between the copyright holders and operators:

- preparation and signing of the memo between the producers of the content and operators as an act of self-regulation and cooperation in the field of copyright protection and fight against the bootleg content;

- further discussion of the draft law able to satisfy the interests of both media and operators;

- organization of an expert seminar with the participation of engineers and lawyers to elaborate a copyright protection mechanism taking into consideration the development of technologies.

However, representatives of copyright holders noted that all the aforementioned steps should not become a barrier to sign the draft law No. 3081-д in its current wording as it already protects intellectual property.

All the roundtable participants expressed readiness for further cooperation.
