The conference has been held by the Razumkov Centre in cooperation with the Geneva Centre for Democratic Control of Armed Forces (DCAF) with the support of inter-fractional deputies association "Ukraine - Euro-Atlantic space!".

The conference was attended by the Deputy Chairman of the Verkhovna Rada of Ukraine Oksana Syroid, and Co-Director of programs of foreign policy and international security of Razumkov Center Oleksii Melnyk, Dr. Philipp Fluri, Deputy Director of DCAF, people’s deputies of Ukraine, representative of MFA of the Kingdom of Netherlands.

The aim of the Third International Conference is to determine the key challenges and priorities of reforms, identification of "weak points" of civilian control and relevant decisions, acquaintance with the best European practices and their possible application in Ukraine, determination of needs for developing the necessary capabilities.

Deputy Chairman of the Verkhovna Rada of Ukraine Oksana Syroid opening the meeting, said: "Being in war conditions it is impossible to avoid talks about the reasonability of reforming the defense and security sectors, it is impossible to avoid answering the question: why do we need to ensure control over the reformation of the sector."

O.Syroid noted efforts of inter-fractional deputy association "Ukraine - Euro-Atlantic space!" which becomes a platform for debate and discussion.

Deputy Secretary of National Security and Defense of Ukraine Alexander Lytvynenko in his speech said that one of the main achievements and changes of recent years has become widespread awareness by the society and political forces that special services are an integral essential part of national security. This is a necessary basis for ensuring human rights and freedoms, for providing of democratic, free development of the state.

According to him, the events of the last two years were a test for all components of the state mechanism. We have seen not only the weaknesses, they are many, when we are confronted a real enemy, but we also have seen that the system is viable, that there are opportunities to respond to the challenges.

During the international conference participants heard presentations and participated in discussions on key reform challenges and special intelligence services, in particular, there were discussed the results and the reformation problems  of the Security Service.

The conference briefing with Deputy Chairman of the Verkhovna Rada of Ukraine Oksana Syroid on "Reforms security services and intelligence" took place.

The briefing was also attended by Director of  NATO Liaison Office in Ukraine Alexander Vinnikov, DCAF Deputy Director (Geneva Centre for the Control of the Armed Forces) Dr. Philipp Fluri, Co-Director of programs of foreign policy and international security of Razumkov Center Oleksii Melnyk.

During the second session, the participants heard a report on "Control over special services - the best European practices."

During the event there was held a briefing on "Control over special services, as it  is being done in the world, in what way we must do it."

The briefing was also attended by people deputy of Ukraine, head of IFO "Ukraine - Euro-Atlantic space!" Iryna Friz and Deputy Director of the NATO Liaison Office in Ukraine Ann-Kristin Biergene.
