Deputy Chairperson of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Oleksandr Dombrovskyi as a co-author of the document said: "Major provisions of the draft law envision the transfer of authorities to local self-government bodies to set tariffs and license economic activity related to production, transportation and supply of heat energy produced of alternative energy sources; and setting of tariffs for heat energy at the level of 90% of the existing tariff for heat produced from gas for the needs of state-financed institutions and the population."

The parliamentarian noted the importance of the draft law:

- By supporting this regulatory-legal act, we create competitive conditions for the Ukrainian gigacalorie of heat produced from alternative energy sources. Today we subsidize the heat produced out of the Russian gas ignoring Ukrainian producers.

Oleksandr Dombrovskyi noted: "The adoption of the draft law will have an effect of economic multiplier:"

- It will create favorable conditions for attraction of foreign and domestic investments;

- It will cut gas importation by over 3 billion cubic meters of gas and allow preserving at least UAH 18 billion with the Ukraine's economy, and about UAH 100 billion taking in account the multiplier;

- It will lower the prime cost of heat energy and tariffs for end consumers;

- It will create up to 20,000 jobs, in particular, in the fields of growing, harvesting and transportation of local types of fuel, production of required equipment, which will considerably increase the revenues of local budgets."
