The Verkhovna Rada of Ukraine is moving along the way of revival of the parliamentarianism and institutional capacity of the power in Ukraine.

Chairperson of the Verkhovna Rada Volodymyr Groysman said this at the presentation of the Open Parliament initiative on Friday.

"We are fully committed to the principles envisioned by the Declaration and will move forward to make the Ukrainian Parliament a real institution the parliamentarianism will start with," he said commenting on the Verkhovna Rada's joining the Declaration on Parliamentary Openness.

The Chairperson of the Verkhovna Rada said he considered that current institutional weakness and inability to fulfill its functions is one of the most important challenges Ukraine is facing today. "Thus, it is important to change the Ukrainian Parliament," Groysman said. According to the Chairperson of the Verkhovna Rada only a change of the system itself will allow to uproot the problems the Ukrainian Parliament is facing today.

Groysman informed that internal reform is currently underway in the Ukrainian Parliament within the framework of the Memo on cooperation with the European Parliament signed last year. In particular, a special Needs Assessment Mission of the European Parliament headed by Pat Cox had been established for these purposes. He reminded that the Mission ended its work at the Ukrainian Parliament this week.

Groysman noted that in compliance with results of the Mission's work, in late February 2016, a joint report and the Action Plan would be presented. The Plan will consist of seven chapters touching the fields subjected to reforms.

"Our goal is to build a quality, modern, European parliament. We have to be effective, mobile, transparent and open for the society," he noted.

Groysman informed that the Verkhovna Rada is currently introducing the e-Parliament system, which includes modernization and technical reequipment, staff and people's deputies training, as well as the automation of all working places, which will start in September this year.

At the same time, the Chairperson of the Verkhovna Rada praised the efficiency of cooperation with the civil society and experts, who "feel exactly what we have to introduce" on the way of reforms.
