1 August 2007 the President of Ukraine issued a Decree on amendments to the Decree of the President of Ukraine # 497 of 5 June 2007 "On holding Early Election to The Verkhovna Rada of Ukraine".

Olexander Moroz, the Chairman of The Verkhovna Rada of Ukraine commented on the issue of said document and stated that "amending the Decree of 5 June 2007, the President of Ukraine strives to evade the official appraisal of this Decree by the Constitutional Court of Ukraine, and, consequently, the responsibility for its issue and for actions aimed at authority usurpation."

The Chairman of The Verkhovna Rada of Ukraine is convinced that issue of the fourth Decree regarding early election by the President of Ukraine, without constitutional grounds for holding such election, "does not make either the actions of the President of Ukraine, or early election to The Verkhovna Rada of Ukraine, appointed by the President of Ukraine on 30 September 2007, constitutional and legitimate."  

"The Constitutional Court of Ukraine should demonstrate its authority in this complicated situation in Ukraine, which is a legal State, pursuant to the Constitution", - stated O. Moroz.
