The Ukrainian parliament has adopted draft law No. 10449 on mobilisation in the second reading. The document will help to verify data on persons liable for military service and minimise the risks of abuse in the process of obtaining a deferral or reservation.

This was stated by the MP, member of the Parliamentary Committee on National Security, Defence and Intelligence Fedir Venislavskyi.

“For almost the entire period of Ukraine's independence, the military registration system has been largely destroyed for objective and subjective reasons, including the targeted influence of russia. The purpose of the adopted draft law is to ensure that all persons liable for military service aged 18 to 60 update their personal data related to military registration. This will take 60 days. After that, the state will see a complete picture of who it can count on and what our mobilisation potential is,” the MP said.

According to him, the draft law also provides for the obligation of persons liable for military service travelling on the territory of Ukraine to carry a military registration document along with an identity document.

“This approach will also minimise evasion of data updates. In addition, many provisions of the adopted draft law relate to improving social protection, motivating servicemen, minimising the risks of abuse in the process of obtaining deferment, reservations, etc. I believe that this draft law has a significant potential for the state to put things in order in the issue of mobilisation,” the MP said.

He added that the Verkhovna Rada supported the proposal of the Cabinet of Ministers, as the subject of the legislative initiative, to reject the issue of demobilisation.

“This issue requires more systematic study and preparation. Therefore, the government should develop and submit to the parliament a separate draft law on the grounds for dismissal of those servicemen who have been on the front line for a long time,” the politician stressed.
